Programs occur in time and space, have purposes and stakeholders, include projects which include processes which are designed, tested, built and maintained.
**PROBLEM:**
**Civil society is volunteer based and often unorganized and/or short term collectivism. Often more structure and langer term are needed.**
**Forces:**
Availability of free time Previous degree of reciprocity experienced Ease of coordination and scheduling
**THEREFORE (SOLUTION):**
**Self-organize our own volunteerism** around goals that can be accomplished locally.
**Actions:** Define goals Devine desired outcomes Identify participants Manage meeting and work scheduling and check-ins.
**Consequences:**
Civil society can reclaim much that is done by big remote businesses and governments.

Each program may benefit from configuring the ReLocalize Creativity temple structure for each of the particular Programs. The name of the foundation will change from Creativity to the name of program focus. E.g. ReLocalize Governance and ReLocalize Education.
